The tariff storm just intensified. On August 7, 2026, Japanā€˜s Cabinet issued Cabinet Order No. 254, officially imposing provisional anti-dumping duties of 29.2% to 55.3% on hot-dip galvanized steel coil, sheet, and strip originating from China and South Korea. The measure took effect on August 8, 2026, and will remain in force through December 7, 2026.

This is a game-changer. Japan is the first major Asian market to impose anti-dumping duties on Chinese carbon steel products. Most major Chinese exporters – including Angang Steel, Baoshan Iron & Steel, Wuhan Iron & Steel, Bengang Steel Plates, and others – face a 50.1% tariff. All other Chinese exporters face 55.3%. For a standard container of galvanized steel, that means $10,000–$15,000 in extra duties alone.
The products affected include hot-dip galvanized steel coil, sheet, and strip under Japanese tariff codes 7210.49, 7212.30, 7225.92, and 7226.99. These are used primarily as construction materials such as guardrails, houses, fences, and components of electric appliances like refrigerators. The investigation was initiated on August 13, 2025, following a petition filed by Nippon Steel, Kobe Steel, and Yodoko. The Japanese authorities determined that dumped imports from China and Korea have caused material injury to Japanā€˜s domestic industry.
And it gets worse. Japan already launched a hot-rolled steel anti-dumping investigation on June 1, 2026 – targeting the core raw material for galvanized steel. If hot-rolled steel also gets hit, Chinese galvanized exports will face ā€œraw material + finished productā€ double tariff attacks.
Japan is not alone. In just the past two months:

 ā€“ 22.34%–33.67% provisional AD on galvanized cold-rolled steel (effective until October 11)
  • Turkey
 ā€“ 22.37%–32.40% final AD on GI and PPGI (five years)
  • EU
