2026 marks the start of China‘s “15th Five-Year Plan” period – and for the steel industry, this means a fundamental shift. The era of pure volume expansion is over.
Quality, green manufacturing, and high-end products are now the new normal.
What‘s changing?
1. Green steel is no longer optional. The National Development and Reform Commission, together with four other ministries, launched a three-year energy-saving and carbon-reduction transformation campaign starting in 2026, targeting nine industries including steel. By the end of 2028, steel plants must achieve significant improvements in energy and carbon efficiency. The “15th Five-Year” green development plan further accelerates this transition.
2. High-end coated products are booming. While traditional galvanized and construction-grade PPGI face shrinking demand,
ZAM coated steel, high-durability PVDF coatings, and functional color-coated steel products are running at full capacity.
3. Quality and certification matter more than ever. With EU CBAM carbon tariffs now in effect (2026) and set to expand to 180 downstream products by 2028, buyers need steel with verified carbon footprints and green certifications.
