Japan‘s anti-dumping case against Chinese cold-rolled stainless steel moved from investigation to enforcement this week — and the tariff structure leaves little room for negotiation.
Japan’s Cabinet approved final rates on October 27, 2026, and the Ministry of Economy, Trade and Industry confirmed on October 29 that definitive anti-dumping duties of up to 42.1% will apply for five years to cold-rolled stainless steel coils and sheets containing nickel. The duties target 22 tariff lines under HS codes 7219 and 7220, covering metals with at least 10.5% chromium and more than 0.6% nickel by weight.
The rate split is stark:
Exporter category | Duty rate |
Five cooperating Chinese producers (incl. Shanxi Taigang, Ningbo Baoxin, Guangdong/Jiangsu Yongjin, Shanghai STAL) | 27.7% |
POSCO Zhangjiagang Stainless Steel and all other Chinese suppliers | 42.1% |
Cooperating Taiwanese mills | 3.6% |
Walsin Lihwa and unlisted Taiwanese mills | 20.1% |
The dumping margins reached 45.3% during the 2024 investigation period. Chinese mills had increased overseas shipments after domestic construction slowed, with factory overcapacity pushing excess inventory into neighboring markets at 20%–30% discounts.
This is not an isolated action. In the same window:
expanded anti-circumvention duties on hot-dip galvanized cold-rolled coils to ZAM-coated cold-rolled coils, with most Chinese producers facing 37.54% at CIF
continued anti-dumping duties on Chinese cold-rolled steel sheets at 13.17%–19.04% for another five years
extended provisional anti-dumping duties on Chinese galvanized cold-rolled steel from four to seven months, now valid through January 11, 2027
opened a mid-term review of its anti-dumping measures on Chinese H-beams
The pattern across Asia is consistent: product scope is expanding, rate gaps are widening, and the compliant-supply premium is growing.
