🚨 Thailand Just Expanded 37.54% Tariff to Cover ZAM Coated Steel – Your GL & ZAM Orders Are at Risk

Created on 10.12
The trade walls against Chinese coated steel just got higher. On October 5, 2026, Thailand‘s Anti-Dumping and Countervailing Committee issued a final anti-circumvention ruling, expanding its existing anti-dumping duties on hot-dip galvanized cold-rolled steel coils to hot-dip galvanized aluminum-magnesium alloy (ZAM) cold-rolled steel coils.
ZAM coated cold-rolled steel coils targeted by Thailand's anti-circumvention tariff ruling
The tariff structure is severe:
Producer
Duty Rate (CIF)
Tianjin Rolling-one Steel
4.75%
Bazhou Jierun Industrial and 9 related enterprises
37.54%
Tianjin Xinyu Color Plate and 2 related enterprises
37.54%
Zhejiang Huada New Materials
37.54%
Hebei Zhaojian Metal Products and 5 related enterprises
37.54%
All other Chinese producers
37.54%
The ruling targets the practice of circumventing existing anti-dumping duties by slightly modifying the coating composition – shifting from traditional galvanized to ZAM-coated products. Thailand has now closed this loophole.
And Thailand is not alone. The global trade wall against Chinese steel continues to rise:
Rising global trade barriers against Chinese steel from US Australia EU and OECD
  • US
 – On October 5, Commerce announced final results of the expedited fifth sunset reviews, keeping anti-dumping duties on Chinese cut-to-length carbon steel plate in place
  • Australia
 – Final anti-dumping and countervailing duties on Chinese flat-rolled steel, with rates of 9.4%–51.2% anti-dumping and 2.7%–3.9% countervailing, effective September 24
  • OECD
 – On October 1, the Global Forum on Steel Excess Capacity agreed on the Milwaukee Framework, where 28 market economies pledged to intensify anti-dumping and countervailing investigations against Chinese steel and share “melt and pour” data to close circumvention loopholes
  • EU
 – The “Melt and Pour” origin rule took full effect on October 1, requiring importers to declare the country of first melting and casting, with Mill Test Certificates (MTC) as mandatory documentation
What this means for you:
If you export galvanized (GI), galvalume (GL), or ZAM-coated steel to Thailand or other Southeast Asian markets, your cost structure is changing dramatically. Anti-circumvention rulings are closing the loopholes that once allowed alternative coated products to enter freely.
